Non-citizens of Latvia do need a visa
Holders of alien passports in Latvia do not need a visa to enter Estonia, Lithuania, Denmark, Dominican Republic, Samoa and St. Louis.
Visas To Russia and CIS Countries
To enter Russia citizens need a visa. It takes 6 days to legalize a visa. Urgent visas get legalized the same day. Latvian citizens are not required to have visas to visit Ukraine and Georgia.
