Central and South America: Argentina, Chile, Columbia, Costa-Rica, the Dominican Republic, Ecuador, Guatemala, Honduras, Nicaragua, Panama, Peru, St. Lucia, St. Vincent and the Grenadines, Uruguay,
Near East, Asia and Oceania: Hong-Kong, Israel, Japan, Republic of Korea, Malaysia, Maldives, Samoa, Singapore, Fiji,

Non-citizens of Latvia do need a visa
Holders of alien passports in Latvia do not need a visa to enter Estonia, Lithuania, Denmark, Dominican Republic, Samoa and St. Louis.
Visas To Russia and CIS Countries
To enter Russia citizens need a visa. It takes 6 days to legalize a visa. Urgent visas get legalized the same day. Latvian citizens are not required to have visas to visit Ukraine and Georgia.
